Translation of Law No. 73 of 2021
The Translation of Law No. 73 of 2021 provides an English version of Egypt’s law on the conditions for holding or continuing in employment.
The Translation of the Conditions for Holding or Continuing in Employment Law sets out the entities and individuals subject to its provisions and makes holding or continuing in certain positions conditional upon establishing that the employee or candidate does not use narcotic drugs. The law establishes a framework for unannounced screening tests, confirmatory tests, the handling of positive results, and the consequences of deliberately refusing or evading testing.
The publication also includes the Translation of Prime Ministerial Decree No. 1 of 2022, which issued the Executive Regulations of Law No. 73 of 2021 concerning the conditions for holding or continuing in employment. The decree provides that the attached Executive Regulations shall apply, while the regulations establish the competent authorities responsible for testing and define their respective roles in implementing the law.
The English version of the Conditions for Holding or Continuing in Employment Law, together with the Executive Regulations of Law No. 73 of 2021, provides a comprehensive English reference to the legal and procedural framework. The Executive Regulations address unannounced testing campaigns, technical committees, sample collection and preservation, screening and confirmatory tests, referral to the Forensic Medicine Authority, and the procedures applicable to employees and candidates following test results.
